Article 2 Any unit or individual that installs outdoor lighting decoration (hereinafter referred to as outdoor lighting) on ​​buildings, structures, public places and municipal public facilities within the urban planning area of ​​Weihai City shall abide by these regulations.
Article 3 The Weihai Municipal Construction Committee is the administrative department in charge of urban outdoor lighting management, responsible for the planning, construction and management of urban outdoor lighting. The administrative department in charge of the construction of Huancui District, High-tech Industrial Development Zone and Economic and Technological Development Zone shall be responsible for the management of outdoor lighting in accordance with the duties and powers and division of labor prescribed by the Municipal People's Government.
The competent departments of the public security, transportation, industry and commerce, culture, electric power and outdoor lighting construction units shall, in accordance with their respective responsibilities, cooperate with the urban outdoor lighting administrative department to do a good job in the management of outdoor lighting.
Article 4 Urban outdoor lighting includes:
(1) Outdoor lighting provided on public places such as the urban roads, bridges, lighting facilities, garden green spaces and other public facilities;
(2) Outdoor lighting such as contour lights, projection lights and neon lights provided on buildings and structures;
(3) The name of the unit, the plaque, the font size, and the outdoor lighting of the window set by the main organs along the street, institutions, enterprises, institutions and individual operators.
Article 5 The outdoor lighting construction plan shall be organized and prepared by the urban outdoor lighting administrative department and submitted to the municipal government for approval.
Article 6 The setting of outdoor lighting must conform to the urban construction planning and fire protection requirements, so that it is beautiful, clean and harmonious with the urban appearance.
Article 7 The outdoor lighting of new construction, expansion and reconstruction projects must be designed, constructed, accepted, and used simultaneously with the main project.
Article 8 Units and individuals that set up outdoor lighting must apply to the urban outdoor lighting administrative department before setting up. Only after the examination and approval can you go through other formalities. The administrative department of urban outdoor lighting shall make a decision within 10 days from the date of receipt of the application.
To set up advertising outdoor lighting, the industrial and commercial administrative department shall go through the procedures for advertising approval before submitting an application to the city lighting administrative department.
Large-scale outdoor lighting with an investment of more than 50,000 yuan shall be submitted to the administrative department of outdoor lighting of the city for registration and construction procedures; the quality supervision procedures shall be handled before the start of construction.
Article 9 The design and construction of outdoor lighting shall be undertaken by the unit with corresponding design and construction qualifications. The design and construction of large-scale outdoor lighting shall be uniformly organized by the urban outdoor lighting administrative department, and the specific measures shall be formulated by the urban outdoor lighting administrative department.
Article 10 The design plan for outdoor lighting must be reported to the city's outdoor lighting administrative department for approval before implementation. Outdoor lighting installation units and individuals must follow the design plan.
Article 11 After the completion of outdoor lighting, it shall be checked and accepted by the administrative department of outdoor lighting of the city. Those who fail to pass the test or fail to pass the inspection shall not be delivered for use.
Article 12 Outdoor lighting fixtures approved for examination and approval shall be responsible for maintenance management in accordance with the following provisions:
(1) The maintenance management of outdoor lighting installed on buildings, structures or carriers shall be undertaken by the user of the building, structure or carrier;
(2) If it is set up independently, it shall be the responsibility of the setting unit;
(3) Where there is an agreement, it shall be responsible for the unit as stipulated in the agreement.
Article 13 The outdoor lighting maintenance management responsible unit shall strengthen the maintenance and repair. If the lighting display pattern, text is incomplete, obsolete or damaged, it shall be repaired and updated in time. Outdoor lighting that displays text expiration should be replaced in time.
Article 14: Encourage and support the setting and use of outdoor lighting. The specific policy shall be formulated by the municipal outdoor lighting administrative department and implemented after being approved by the municipal government.
Article 15 The lighting time of outdoor lighting shall be carried out in accordance with the provisions of the Municipal People's Government.
Article 16 Anyone who commits one of the following acts in violation of these Provisions shall be punished by the administrative department of outdoor lighting of the city in accordance with the Regulations on the Administration of Construction Markets in Shandong Province:
(1) Failing to obtain design and construction qualification certificates for construction decoration and construction;
(2) Designing and constructing beyond the scope of the qualification certificate;
(3) Failing to go through the formalities for construction and construction as required;
(4) Failure to go through the quality supervision procedures as required;
(5) failing to bid or bid according to the regulations;
(6) Failure to construct according to the design plan;
(7) Unauthorized use or unqualified acceptance.
Article 17 Anyone who violates these Provisions in any of the following circumstances shall be punished by the administrative department of outdoor lighting of the city in accordance with the Regulations on Urban Construction Management of Shandong Province:
(1) Setting up outdoor lighting without authorization, which does not meet the urban appearance standards;
(2) arbitrarily occupying or destroying municipal public facilities;
(3) The unit responsible for the maintenance and management of outdoor lighting has not been repaired and maintained in time.
Article 18 The planning, construction and management of urban outdoor lighting in county-level cities may be implemented in accordance with these Provisions.
Article 19 These Provisions shall be organized and implemented by the Weihai Construction Committee.
Article 20 These Provisions shall be implemented as of the date of promulgation.
