Mandatory popularization of LED products will lead to "industry disaster"

Mandatory popularization of LED products will lead to "industry disaster" “Regional mandatory replacement technology is not mature, LED technology is not high technology content people can not doubt. More critical is that the product needs to consume a lot of non-ferrous metal resources, does not meet the national energy conservation and low carbon environmental protection concept ."

On May 23 this year, the Guangdong Province People's Government issued a letter of Guangdong Province (2012) No. 113 "issued in Guangdong Province to promote the use of LED lighting products implementation plan notice", the notice required 3 years of compulsory public lighting LED products.

Feng Rui, general manager of Foshan Meibo Lighting believes that the current national standards for road lighting should be revised.

At the same time, Hu Jun has jointly petitioned the Guangdong Science and Technology Department and the Legal Affairs Office of the People's Government of Guangzhou Municipality to call for an end to the full replacement of LED lights and strongly questions the immaturity of the technology.

The cost savings are not enough after-sales service

A paper notice triggered an industry earthquake.

People in the relevant lighting industry have raised objections, arguing that the replacement of LED lights as a street lighting public lighting system will cause road safety hazards if the illumination is not up to standard.

Hu Jun said that not all environments are suitable for LED lighting, such as urban trunk roads, secondary road lights are not suitable for LED lighting, because LED glare greatly exceeds national standards, illumination is much lower than the national standard, this to reduce The method of saving energy by lighting quality is too backward. If we only calculate the amount of electricity saved from the eyes, the electricity cost saved is far less than the cost of after-sales service. Urban lighting should aim at improving the level of intelligent management, rather than simply changing the light source.

Hu Jun emphasized that LED's high color temperature is pure white light and poor penetration, especially in rain and fog weather, which is not conducive to road safety. More importantly, the cost of LED street lamps is relatively high, and there is no standard supporting product that causes great pressure on after-sales service. Because LED lamps and traditional lamps are different, they must be replaced as a whole during energy-saving changes to increase costs.

“The national standards for urban road lighting design (CJJ45-2006) have strict regulations for contrast, uniformity, glare, etc. However, the LED products currently being popularized in public lighting do not meet these standards,” said Hu Jun.

According to reports, Guangdong Province announced this year that it will be forced to replace LED lighting in the public sector in the province within three years. "All in the industry think this is a fantasy."

Hu Jun pointed out that the reasons for causing some roads with excessive lighting and insufficient road lighting are both design problems and product quality problems. Lamps, electrical appliances, and light sources have different appearances and different efficiencies due to the products of different manufacturers. In a letter to the Department of Legal Affairs of the Guangdong Provincial Science and Technology Department and the People's Government of Guangzhou Municipality, he stated: "The high-tech LED frontier has been monopolized by foreign countries, and at present, the products we want to promote have no technical content."

No attention to energy-saving effects

Lighting enterprise managers all object to the energy-saving effect of LED lights. A common view is that the currently advertised streetlights and other lighting systems are replaced by immature LED lights, which will not only fail to save energy and protect the environment, but will increase the power consumption. In addition, replacement costs, maintenance costs, and other inputs will increase large financial expenditures.

Hu Jun calculated an account: 80% of the existing urban roads and landscape lighting in Guangzhou are high-pressure sodium lamps, and their design life is 24,000 hours (5 years). However, due to the backwardness of China's urban power grid technology, the voltage fluctuations of the line greatly exceeded international standards. Some urban fluctuations even exceeded 15% of the rated voltage. Especially at the latter half of the night, the grid voltage was sometimes closer to 245V due to the reduction of electric load. As a result, the high-pressure sodium lamp will suffer premature light failure and its life will end prematurely. The number of urban roads and landscape lights in Guangzhou is more than 100,000, and various maintenance costs are as high as tens of millions of yuan each year.

Lin Zhengang, an engineer at the Guangzhou Street Light Management Institute, pointed out in his thesis: “The application of LED street lights in recent years has become the main program or even the only solution for many street lights. Many cities have neglected road lighting when formulating power saving solutions. The analysis of the status quo and the high efficiency of high-pressure sodium lamps, and the pursuit of new technologies and new equipment one-sidedly, are not only difficult to achieve the actual power-saving effect, but also cause waste, such as LED street lamps are currently in a stage of rapid development, and the products are updated quickly, and the cost is also high. In the continuous reduction; at this stage the high investment of LED lights will soon become obsolete products with the development of LED technology and immediately on the brink of elimination, inappropriate light sources will also affect the road lighting functional indicators."

Hu Jun said: "The competent authorities have seldom investigated the root causes of the large losses and inefficiencies. This is the idea of eating imperial grain caused by the planned economy over the years and believes that the cost of urban lighting construction and operation is national. The festival is not related to electricity, and the power supply department is also a country anyway. Many cities have adopted the method of turning off lights to achieve energy saving goals when lighting costs are not enough.”
