Jiaxing Municipal Government: The cultivation of the virtual reality industry in Jiaxing is on the rise but achievements and problems coexist

Virtual reality (VR) is one of the most transformative technologies of our time. It has the potential to revolutionize economic and social development, acting as the "next big wave" in the information industry and driving broader economic growth. Its applications span across various sectors such as entertainment, healthcare, education, engineering, and even military operations, making it a highly versatile and promising field. In recent years, Jiaxing has seized the historic opportunity brought by the permanent establishment of the World Internet Conference. The city has actively implemented its strategy to build a strong internet economy, with Wuzhen and Jiaxing Science and Technology City serving as core platforms. These areas are designed to cover multiple special features and internet-themed towns, forming a "one nucleus, one city, multiple nodes" platform system. This structure supports the development of the information economy, with the internet industry at its core. Last year, the output value of electronic information manufacturing and online retail sales exceeded 100 billion yuan. The Wuzhen Internet Innovation and Development Experimental Area was upgraded to a national pilot zone, and Jiaxing was designated as a pilot city for the national information economy. Since the beginning of this year, the information economy has continued to grow rapidly, with the output value of the electronic information and manufacturing industry reaching 77.2 billion yuan from January to August, maintaining a year-on-year growth of over 16%. Emerging high-end industries such as VR, AR, and flexible electronics are gaining momentum. First, the basic situation: Jiaxing Science and Technology City and Xiuzhou National Hi-tech Zone are accelerating their layout for the VR industrial park. Jiaxing Science and Technology City plans to establish a complete industrial chain covering key components, equipment, software design, content production, distribution platforms, industry applications, and related services. The goal is to create an integrated VR industry base that includes R&D, incubation, technical services, and talent training. Currently, Wentai Telecom has launched VR head-mounted smart devices and 360-degree panoramic VR cameras. Zhejiang Future Technology Research Institute has begun to industrialize naked-eye 3D displays and AI-based 3D conversion systems, while 3D medical application products are soon to be launched. The institute was initiated by the Jiaxing Municipal Government, Nanhu District Government, and the Tsinghua Yangtze River Delta Research Institute, aiming to integrate university resources, government support, and industry collaboration to drive innovation and technological research. In June 2016, the Jiaxing International Game & VR Industrial Park was officially launched in the Xiuzhou National High-tech Zone. Operating under the principle of "government promotion, corporate implementation, industrial clustering, and functional support," the park also provides supporting housing, talent apartments, and industrial funds. A series of policies have been introduced to support the systematic development of the VR industry. Today, Xiuzhou District has formed a solid virtual reality industry base, gathering content production, distribution platforms, and B-side applications. Second, the main issues: First, market awareness remains low. As VR technology is still in its early stages of integration with real life, public understanding of VR products is limited. Most people still see VR as promotional videos or 3D images, lacking a clear vision of its future potential. Second, there is a lack of industrial returns. Many applications in fields like industry, education, and healthcare target large enterprises, making the cost too high and the demand too small. Third, industry standards are not yet well established. With VR being a new field, technical specifications and quality benchmarks are still lacking, leading to inconsistent product quality. Finally, there is a serious shortage of talent. As an emerging industry, VR requires specialized skills that are currently in short supply, especially in third- and fourth-tier cities like Jiaxing. Third, opinions and suggestions: First, the virtual economy requires innovative talents. Talent policies should be more flexible, focusing on experience rather than just academic qualifications. Second, the government should provide more support to the VR industry through services and funding. Third, the planning of the New Economy Industrial Park should be accelerated, with a focus on building a platform to attract investment and promote growth.
