Virtual reality (VR) is one of the most groundbreaking technologies of our time. It holds immense potential to drive rapid economic and social development, serving as the "next big thing" in the information industry and even the broader economy. Its applications span across various sectors such as entertainment, healthcare, education, engineering, and military, making it a versatile and transformative tool.
In recent years, Jiaxing has seized the historic opportunity brought by the permanent establishment of the World Internet Conference. The city has fully implemented its strategy to build a strong internet-based economy, using Wuzhen and Jiaxing Science and Technology City as core platforms. These areas cover multiple feature zones and internet-themed towns, forming a "one nucleus, one city, and more" platform system that drives the development of the information economy with the internet industry at its core. Last year, Jiaxing's electronic information manufacturing output and online retail sales both exceeded 100 billion yuan. The Wuzhen Internet Innovation and Development Experimental Area was upgraded to a national pilot zone, and Jiaxing was designated as a pilot city for the national information economy. Since the beginning of this year, the information economy has continued to grow rapidly, with the output value of the electronic information and manufacturing industry reaching 77.2 billion yuan from January to August, showing a year-on-year growth of over 16%. Emerging high-end industries such as VR, AR, and flexible electronics are also gaining momentum.
Jiaxing Science and Technology City and Xiuzhou National Hi-tech Zone are accelerating their layout for the VR industrial park. Jiaxing Science and Technology City plans to build a complete industrial chain covering key components, full equipment, software design, content production, distribution platforms, industry applications, and related services. The goal is to establish an integrated VR industry base that includes R&D, incubation, technical services, and talent training. Currently, Wentai Telecom has launched VR head-mounted smart devices and 360-degree panoramic VR cameras. Zhejiang Future Technology Research Institute has begun the initial industrialization of naked-eye 3D displays and AI-based 3D conversion systems, while 3D medical application products are about to be launched. This research institute was initiated by the Jiaxing Municipal Government, Nanhu District Government, and the Tsinghua Yangtze River Delta Research Institute in Zhejiang Province. It combines resources from universities, government, and industry, focusing on R&D of key technologies and the incubation of new and innovative industries. With three main directions—imaging, virtual visual effects, and intellisense—it aims to become a future information technology industrialization base.
In June 2016, the Jiaxing International Game & VR Industrial Park was officially launched in the Xiuzhou National High-tech Zone. Based on the principles of “government promotion, corporate implementation, industrial clustering, and functional support,†the park comes with supporting housing, talent apartments, and industrial funds, along with a series of policies designed to foster the systematic development of the VR industry. Today, Xiuzhou District has established a solid virtual reality industry base, gathering content production and distribution platforms as well as B-side applications.
Despite the promising outlook, there are several challenges. First, market awareness remains low. As the integration of VR with real life is still in its early stages, public understanding of VR products is limited. Many people still perceive VR-related products as promotional videos or 3D images, lacking a clear vision of future technology. The market environment is still in its infancy. Second, industrial returns are low. Most current applications focus on fixed industries or large enterprises, which makes the technology too costly and the demand too small. Although the market potential is great, the current development is constrained. Third, industry standards are not yet well established. As a new field, there are few technical specifications or regulations, making it difficult to determine product quality and industry benchmarks. Content quality varies significantly among companies, and even with significant investment, many products fail to meet expectations, leading to poor user experiences and damaging the reputation of VR technology. Lastly, there is a shortage of skilled talent. As a new and emerging industry, VR faces a severe shortage of educational and scientific professionals, especially in cities like Jiaxing, where attracting high-level talents is challenging.
To address these issues, several suggestions can be made. First, the talent required for the virtual economy should be innovative and diverse. Talent policies should be adjusted to prioritize experience over just academic qualifications. Second, the government should provide more encouragement and support to the VR industry through measures like purchasing services and financial assistance. Third, the planning and advancement of the New Economy Industrial Park should be accelerated. A new economy industrial park centered around the virtual economy is already under construction, and it is crucial to speed up its development and attract more investments.
