According to Ding Wenwu, deputy director of the Electronic Information Management Department of the Ministry of Information Industry, during the 10th Five-Year Plan period, China issued a number of policies and regulations, which greatly promoted the semiconductor industry. From 2001 to 2005, the total investment in China's semiconductor industry reached 16 billion US dollars, and the total investment amounted to the sum of the semiconductor industry in the last 30 years of the last century. However, there is still a big gap between China's semiconductor industry and the international level of development. Up to now, China has only one 12-inch wafer production line and 9 8-inch wafer production lines, while the United States has more than 80 wafer production lines and more than 60 production lines in Japan.
Ding Wenwu revealed that at present, relevant state departments are formulating policies to further encourage the development of IC manufacturing industry, and new policies are expected to be introduced before the end of this year. In addition, the relevant state departments have also formulated regulations on the development of software and integrated circuit industries, and incorporated software and integrated circuit development into the legal system. This regulation has been incorporated into the legislative plan of the State Council this year.
It is understood that the national "Eleventh Five-Year Plan" and related science and technology plans have focused on the development of the semiconductor industry. Two of the 16 major special projects identified by the National "Eleventh Five-Year" Science and Technology Plan are related to integrated circuits. During the "Eleventh Five-Year Plan" period, the state will further expand the scale of the industry through the in-depth planning of the semiconductor industry, improve the ability of independent innovation, and form an innovation system based on enterprises. Application-oriented, design-focused, and accelerate the development of specialized equipment and instruments. According to the planning of the Ministry of Information Industry, by 2030, China's semiconductor industry sales scale will reach 300 billion yuan, accounting for 8% of the world market share, IC packaging industry has entered the international mainstream.
