The release of power construction project land use indicators

On September 1, the “Landmarks for Power Construction Project Construction Sites (Power Plants, Nuclear Power Plants, Substations, and Converter Stations)” jointly approved by the Ministry of Housing and Urban-Rural Development, the Ministry of Land and Resources, and the State Electricity Regulatory Commission were officially released.

This indicator is a national unified construction project land use index. It is applicable to coal-fired power plants with single capacity of 500,000 to 1 million kilowatts of coal-fired power plants, E-class and F-class gas-steam combined-cycles, or newly built in accordance with planned capacity. The stand-alone capacity is 60 10,000 kilowatt-class, 1 million kilowatt-class nuclear power plants newly built or expanded according to planned capacity, and new or expansion projects with voltage classes of 110 kV to 1,000 kV AC substations and ±500 kV DC converter stations (3 million kilowatts), For integrated gasification combined cycle (IGCC), biomass energy, and power plants that exceed the original planned capacity expansion or reconstruction, ±660 kV and ±800 kv DC converter stations can be implemented by reference.

The preparation of this indicator was jointly completed by the China Electric Power Engineering Consulting Group Corporation and its six design institutes and the National Nuclear Power Planning, Design and Research Institute. The promulgation and implementation of the land use index for the construction of electric power projects helped to strengthen the scientific use of land for power engineering projects. The management will strictly control the scale of construction land for thermal power plants, nuclear power plants, substations, and converter stations in the future, and improve land utilization.
