**3. Qualification Requirements for Bidders**
**General Qualifications:**
- Must be a legally registered independent enterprise within the People’s Republic of China, with the ability to independently bear civil liabilities.
- Must have a good business reputation and a sound financial accounting system.
- Must possess the necessary equipment and professional technical capabilities to fulfill the contract.
- Registered capital must not be less than RMB 5 million.
- Must maintain a good record of paying taxes and social security contributions as required by law.
- Must meet other conditions stipulated by laws and administrative regulations.
**Special Qualifications:**
- Must be capable of undertaking landscaping and comprehensive conservation management projects of various sizes and types.
- Must be able to successfully complete the South China Network Comprehensive Base Outdoor Greening Maintenance Project (2018–2019).
