**3. Qualification Requirements for Bidders**
**General Qualifications:**
1. Must be a legally registered independent entity within the People's Republic of China, capable of independently assuming civil liabilities.
2. Must have a good business reputation and a sound financial accounting system.
3. Must possess the necessary equipment and professional technical capabilities to fulfill the contract.
4. Registered capital must not be less than RMB 5 million.
5. Must maintain a good record of paying taxes and social security contributions in accordance with the law.
6. Must meet other conditions stipulated by laws and administrative regulations.
**Special Qualifications:**
1. Must be capable of undertaking landscaping projects of various sizes and types, including comprehensive conservation management.
2. Must have experience in managing outdoor greening maintenance projects similar to the South China Network Comprehensive Base 2018–2019 project.
