1. Tender Conditions
The tendering entity for the procurement of container-type transformer and diesel generator equipment in the Yonghe Section of the Huoyong Expressway project is the Yonghe Section Command of the Huoyong Expressway, under China Railway Sanban Group Co., Ltd. The current bidder is responsible for overseeing the qualification process for the procurement of electromechanical equipment for this project, which is being conducted through a public tender.
2. Project Overview and Scope of Tender
2.1 Project Overview: The Yonghe-Yonghe section is a key component of the Huoyong Expressway, serving as a crucial link between the western part of the Huoyong Expressway in Shanxi Province and the Yanan (An) Yanchuan (Chuan) Expressway in Shaanxi Province. The project begins at Guanzhuang Village, Zhihe Town, Yonghe County, Linyi City, and connects to the end of the western section of the Huoyong Expressway. The total route length is 23.616 kilometers. It features a four-lane expressway with a design speed of 80 km/h, a roadbed width of 24.5 meters, and a Highway-I loading standard.
2.2 The scope of this tender includes the procurement of all required electromechanical equipment for the project.
Delivery Date: The delivery will be based on the notice issued after the contract is signed.
Delivery Location: Delivery will be made to the site specified by the user.

3. Bidder Qualification Requirements
3.1 The bidder must be an independent legal entity registered within the territory of the People's Republic of China and capable of independently assuming civil liability.
3.2 The bidder must have a good business reputation and a sound financial accounting system. Bidders from companies established in 2017 are required to provide a bank-issued credit certificate, while those established prior should submit a financial audit report issued by an accounting firm in 2016.
3.3 All items listed in the package must be included in the bid. Partial bids will not be accepted, and such proposals will be rejected.
3.4 This tender does not accept bids from consortiums. Each bidder may only submit one bid for the single package available.
3.5 Individuals, organizations, or entities with a vested interest in the bidder that could potentially influence the fairness of the bidding process are not eligible to participate. Additionally, bidders whose legal representatives or project managers share the same identity, or who are affiliated through a controlling or management relationship, are prohibited from participating in the same tender. Any such violations will result in disqualification.
3.6 Bidders, their legal representatives, or project managers who have been involved in bribery-related criminal activities within the past three years (from December 1, 2014, to the present) are not eligible to participate in this tender.
4. Bid Evaluation Method
The evaluation method used for this project is the comprehensive assessment method.
5. Access to Tender Documents
5.1 Any interested bidder wishing to participate in the competition must register from December 13, 2017, to December 19, 2017 (excluding holidays), between 9:00 AM and 2:00 PM, and from 2:00 PM to 4:00 PM (Beijing Time).
Laser Aspheric Lens

The asphere's more complex surface profile can reduce or eliminate spherical aberration and also reduce other optical aberrations such as astigmatism, compared to a simple lens. A single aspheric lens can often replace a much more complex multi-lens system. The resulting device is smaller and lighter, and sometimes cheaper than the multi-lens design.Aspheric elements are used in the design of multi-element wide-angle and fast normal lenses to reduce aberrations. Small molded aspheres are often used for collimating diode lasers.
