1. Tender Conditions
The tenderer for the procurement of box-type transformers and diesel generating sets for the Yonghe Section of Huoyong Expressway project is the Yonghe Section Command of Huoyong Expressway under China Railway Sanban Group Co., Ltd. The current bidder is responsible for the qualification review of electromechanical equipment procurement for this project, and a public tender is being conducted.
2. Project Overview and Scope of Tender
2.1 Project Overview: The Yonghe-Yonghe section is a critical component of the Huoyong Expressway, serving as a vital link between the western part of the Huoyong Expressway in Shanxi Province and the Yanan-Yanchuan Expressway in Shaanxi Province. The project starts at Guanzhuang Village, Zhihe Town, Yonghe County, Linyi City, and connects with the end of the Huoyong Expressway West Section. The total route length is 23.616 kilometers, designed as a four-lane expressway with a design speed of 80 km/h, a roadbed width of 24.5 meters, and a Highway-I loading standard.
2.2 The scope of this tender includes the procurement of all electromechanical equipment required for the project. Delivery will be based on the delivery notice issued after the contract is signed. The delivery location will be determined by the user’s specified site. For detailed information regarding the purchase package, content, and quantity, please refer to the attached documents.
3. Bidder Qualification Requirements
3.1 The bidder must be an independent legal entity registered within the territory of the People's Republic of China and capable of independently assuming civil liability.
3.2 The bidder must have a good business reputation and a sound financial accounting system. Bidders are required to submit a financial audit report issued by an accounting firm in 2016. Newly established companies in 2017 must provide a credit certificate issued by a bank.
3.3 All items included in the package must be bid on. Partial bids will not be accepted, and such proposals will be rejected outright.
3.4 This tender does not accept bids from consortiums. Each bidder may submit a single bid for the above-mentioned package.
3.5 Entities or individuals with a stake in the bidder that could influence the fairness of the bidding process are not eligible to participate. Bidders whose legal representatives or project managers have been involved in bribery-related criminal activities within the past three years (from December 1, 2014, onwards) will be disqualified.
4. Bid Evaluation Method
This project will use the comprehensive assessment method for evaluating bids.
5. Access to Tender Documents
5.1 Any bidder interested in participating in the competition must obtain the tender documents from December 13th, 2017, to December 19th, 2017 (excluding holidays), between 9:00 AM and 2:00 PM, and again from 14:00 to 16:00 (Beijing Time). Please note that the time frame is subject to local regulations and working hours.
