Fujian pioneered the mutual recognition of the mainland and Taiwan standards

Since the beginning of this year, according to the principle of “social promotion, association implementation, in-depth comparison, standard sharing”, the Fujian Provincial Information Technology Bureau and the Fujian Provincial Bureau of Quality and Technical Supervision have jointly promoted and relied on industry associations to develop local standards in Fujian Province and promote Taiwan. The industry associations have established group standards and established a new standard form of mutual recognition and compliance, which is mutually recognized and adhered to by both parties, as well as the LED standardization cooperation mechanism of “combined development, joint release, and common compliance”. The standard interoperability between the two sides of the strait has carried out useful exploration and practice.

On September 23, at the “Science and Technology Achievements Conference on the Cross-Strait LED Industry”, the two mutual recognition standards of “Light-emitting diodes for road lighting” and “High-power street lamps” jointly developed by Fujian Optoelectronic Industry Association and Taiwan LED Street Light Industry Alliance were jointly formulated. Co-released, the two sides also signed a "mutual recognition agreement for the LED standard of Fujian and Taiwan." This move created a precedent for mutual recognition between the mainland and Taiwan.

The mutual recognition of the LED standards of Fujian and Taiwan has achieved major breakthroughs in the following three aspects:

First, for the first time, substantive cooperation between the mainland and Taiwan standards has been formulated. The Fujian Optoelectronics Industry Association has fully enquired the Institute of Energy and Environment of the Taiwan Industrial Technology Research Institute, the Taiwan Optoelectronic Semiconductor Industry Association, and the Taiwan LED Street Light Industry Alliance when formulating two local standards for "Light-emitting diodes for road lighting" and "High-power street lamps". The opinions of scientific research institutes and industry associations were adopted, and more than 30 rationalized opinions and suggestions put forward by Taiwan were adopted. For the opinions that were not adopted, the experts and scholars responsible for standard setting also conducted in-depth communication and exchange. A consistent treatment opinion laid the foundation for the mutual implementation of standards between the two parties.

The second is the first realization of the "seamless link" between the mainland and Taiwan standards. Taiwan LED Street Light Industry Alliance has set a group standard for Taiwan LED Street Light Industry Alliance based on the comparison of local standards of Fujian Province. Its main content and key technical indicators are completely consistent with local standards of Fujian Province, and clearly applied to Taiwan LED street lights. All member units of the industry alliance, non-member units refer to the implementation.

The third is to establish a mechanism for the formulation and implementation of the “mutual recognition standards between Fujian and Taiwan”. Based on the local standards of Fujian Province and the standards of Taiwanese organizations, the agreement clarifies the mechanism for the formulation, release and implementation of the “mutual recognition standards for Fujian and Taiwan LEDs”, and proposes that both parties actively promote the development of a series of LED mutual recognition standards based on the needs of industrial development. It was jointly observed and implemented by the member units of both parties, creating a new model for achieving cross-strait standards mutual recognition and interoperability.

The mutual recognition of the LED standards of Fujian and Taiwan is a milestone in the close cooperation between the LED industry in Fujian and Taiwan. It is of great significance to standardize the R&D, production and sales of LED products in Fujian and Taiwan, enhance the competitiveness of LED products in Fujian and Taiwan, and promote the development of LED industry in Fujian and Taiwan. The formulation of mutual recognition standards can effectively reduce the R&D and production costs of enterprises in the two places, create favorable conditions for the two-way entry of LED products in the Fujian-Taiwan market, and create a historic benchmark for the cooperation between the mainland and Taiwan. ".
