The wave of artificial intelligence is here, and Shanghai has positioned itself at the forefront of this technological revolution. The city is home to a number of globally leading AI companies, such as Keda News and Cambrian, which have laid a strong foundation for future industrial growth and helped shape a comprehensive AI ecosystem. As AI continues to reshape industries, Shanghai is becoming a key player in the global AI landscape. Recently, the Shanghai Lingang Artificial Intelligence Industry Base was officially launched, marking a significant step forward in the region's AI development. Alongside this, the Lingang Management Committee released the "Intensive Integrated Development Plan for Artificial Intelligence and the Real Economy in Lingang Area." This initiative aims to define strategic directions, support breakthroughs in core AI technologies, promote deep integration between AI and traditional industries, and drive innovation across various sectors, ultimately creating a new model of productive service integration. In addition, several iconic AI companies held a centralized signing ceremony, including the Aerospace Eighth Institute, Horizon, Root Communication, and Baidu Innovation Center. The Aerospace Eighth Institute focuses on four key areas: Smart Energy, Intelligent Equipment, Zhilian Commerce, and Integrated Service Platforms, aiming to address critical challenges facing the industry. Horizon specializes in high-performance embedded AI processor chips, with its smart city (smart security) business operating in the port area, offering complete software and hardware solutions. Root Communication, backed by Sany Group, has developed an industrial internet platform called "Root Cloud" with independent intellectual property, connecting over 400,000 high-value devices and covering 42 industrial fields. It has become one of China’s top three industrial internet platforms. Guoheng Smart Alliance, in collaboration with Baidu, is promoting the Baidu Innovation Center in Hong Kong, leveraging Baidu’s brand and technological resources to support the development of “Internet + Innovation + Industry Upgrade.” Lingang has attracted numerous AI R&D platforms and leading enterprises, such as the Chinese Academy of Sciences-Brain Engineering, Keda Xunfei, and Cambrian. Combined with contracted enterprises, the AI industry in Lingang now covers multiple key areas, including hardware, algorithms, and applications, setting a solid foundation for future growth. Songjiang District, another vital hub in Shanghai for emerging industries, is also actively attracting AI investment. Recently, the Songjiang Investment Promotion Service Center and the Dongying Town People’s Government signed agreements with Huaxiaxin and Shanghai ZeroPlus Investment Management Co., Ltd., aiming to develop AI-related industries and cultivate industrial clusters in Songjiang and beyond. Currently, the Dongying Artificial Intelligence Industry Base within the Songjiang G60 Kechuang Corridor has gathered over 80 AI-related enterprises. In October last year, it was recognized as a characteristic industrial base by the Ministry of Science and Technology's Torch Center. Since the implementation of the New Generation Artificial Intelligence Development Plan in November 2017, many districts and development zones in Shanghai have responded positively, accelerating the deployment of AI-related industries. The plan aims to create six human intelligence innovation application demonstration zones, form 60 in-depth application scenarios, and build more than 100 application projects. These efforts will deepen AI integration into smart government, transportation, healthcare, and elderly care. By 2020, Shanghai aims to exceed 100 billion yuan in key AI industries, and by 2030, the city’s overall AI development level will reach international advanced standards, establishing a high-level AI development hub that supports its global city aspirations. The opinion emphasizes building a new AI development system driven by applications, led by technology, supported by industrial synergy, and integrated through ecological collaboration. Enterprises will be the main actors, guided by talent, with supportive systems in place to foster an open, inclusive, and diverse innovation environment. The city will also focus on optimizing its overall environment and enhancing its soft power. Today, many Chinese AI companies are well-known both domestically and internationally. Many ideas, research, and industrialization efforts originate from Shanghai, which holds great advantages in AI application scenarios, ecological environment, industry, technology, scientific research foundations, and human resources. According to third-party statistics, AI researchers make up about one-third of the national total, with Zhangjiang forming a significant talent pool. Moreover, in terms of data—the backbone of AI—Shanghai has strong application scenarios and robust data collection capabilities. The city has built a comprehensive database covering 24 million permanent residents, over 2 million enterprises, and the entire city. The medical association data sharing system contains 25 billion pieces of data, while traffic data reaches 30 GB per day. The data transaction center processes an average of 30 million transactions daily, accounting for about 50% of the country's total. Looking ahead, we hope to see more leading AI enterprises emerge in Shanghai, and we expect the city to serve as a model for AI development and application not only in China but around the world.
