The rise of artificial intelligence is now a global phenomenon, and Shanghai has been at the forefront of this wave. The city is home to a number of world-leading AI companies, such as Keda Xunfei and Cambrian, which have laid a solid foundation for future industrial growth and helped shape a comprehensive AI ecosystem.
Recently, the Lingang Artificial Intelligence Industry Base was officially launched, marking a significant step forward in Shanghai's AI development. Alongside this, the Lingang Management Committee released the "Intensive Integrated Development Plan for Artificial Intelligence and the Real Economy in Lingang Area." This initiative aims to strengthen strategic positioning, support breakthroughs in key AI technologies, and promote deeper integration between AI and the real economy in the region. By doing so, it seeks to drive innovation across various industries and foster a new model of integrated production service areas.

At the same time, several iconic AI companies held a centralized signing ceremony, including the Aerospace Eighth Institute, Horizon, Root Communication, and the Baidu Innovation Center. Among them, the Aerospace Eighth Institute focuses on four key areas: Smart Energy, Intelligent Equipment, Zhilian Commerce, and an Integrated Service Platform, working to address major challenges in industry development.
Horizon specializes in high-performance embedded AI processor chips, with its smart city (smart security) business operating in the port, offering full-stack software and hardware solutions. Root Communication, backed by Sany Group, has developed a proprietary industrial internet platform called “Root Cloud,†connecting over 400,000 high-value devices across 42 industrial sectors, becoming one of China's top three industrial internet platforms. Guoheng Smart Alliance, in collaboration with Baidu, is promoting the Baidu Innovation Center in Hong Kong, leveraging Baidu’s brand and technological resources to support the development of “Internet + Innovation + Industrial Upgrading.â€
Lingang has already attracted numerous AI R&D platforms and leading enterprises, such as the Chinese Academy of Sciences Brain Engineering, Keda Xunfei, and Cambrian. Combined with local enterprises, the AI industry in the area covers critical links such as hardware, algorithms, and applications, laying a strong foundation for future growth.
Songjiang District, another vital area in Shanghai focused on emerging industries, is also actively attracting investment in AI. Recently, the Songjiang Investment Promotion Service Center and Dongying Town Government signed multiple cooperation agreements with Huaxiaxin and Shanghai ZeroPlus Investment Management Co., Ltd., aiming to boost AI-related industries and cultivate industrial clusters in Songjiang and Shanghai.
Currently, the Dongying Artificial Intelligence Industry Base within the Songjiang G60 Kechuang Corridor has gathered over 80 AI-related companies. In October last year, the base was recognized as a characteristic industrial base by the Ministry of Science and Technology's Torch Center.
These developments reflect the broader momentum of AI growth in Shanghai. Since the implementation of the "New Generation Artificial Intelligence Development Plan" in November 2017, many districts and development zones have actively responded, accelerating the deployment of AI-related industries. The plan emphasizes creating six AI innovation application demonstration zones, forming 60 deep application scenarios, building more than 100 application projects, and promoting AI integration into smart government, transportation, healthcare, and elderly care. The goal is to achieve a key AI industry value exceeding 100 billion yuan by 2020, and by 2030, to bring Shanghai's overall AI development level to international advanced standards, establishing a high-level AI development hub that supports the city's global status.
The plan also highlights the need to build a new AI development system driven by application, technology, industrial synergy, and ecological integration. It encourages enterprises as the main actors, talent as the guide, and supportive systems to foster open, inclusive, and diverse innovation ecosystems. Additionally, it calls for optimizing the city's overall environment and enhancing its soft power.
Today, many Chinese AI companies have gained recognition both domestically and internationally. Ideas, research, and industrialization efforts are thriving in Shanghai, which has strong advantages in AI application scenarios, ecological environment, industry, technology, research foundations, and human resources. According to third-party data, AI researchers account for about one-third of the national total, and Zhangjiang has become a talent hub.
In terms of the foundational element of AI—data—Shanghai has a strong capacity for application scenarios and data collection. The city has built a comprehensive database covering 24 million permanent residents, over 2 million enterprises, and the entire city. The medical association data sharing system contains 25 billion pieces of data, and daily traffic data reaches 30 GB. The data transaction center processes an average of 30 million transactions per day, accounting for about 50% of the national total.
Looking ahead, we hope to see more leading AI companies emerge from Shanghai and expect the city to serve as a model for AI development and application not only in China but around the world.
