According to Chen Mingbo, Shanghai has several key advantages in developing AI. The city has abundant data resources, with the largest volume of government data in the country. It also boasts a strong industrial foundation, with companies like SAIC leading in intelligent technology. Additionally, Shanghai is home to about one-third of the nation’s AI researchers, giving it a solid talent pool.
The 19th National Congress of the Communist Party of China called for accelerating the integration of the Internet, big data, and AI with the real economy. Chen believes that AI is not only a crucial opportunity for Shanghai's transformation but also a golden moment for the entire country. The city is leveraging its strengths to build a national AI highland and prioritize the development of next-generation AI as part of its innovation-driven strategy and global science and technology center goals.
To achieve this, Shanghai plans to develop world-class industrial clusters focused on AI chips, sensors, robots, and intelligent systems. By 2020, the AI industry scale is expected to exceed 100 billion yuan, becoming a new growth engine. The city will also cultivate 10 influential AI enterprises, create six innovation demonstration zones, and launch over 100 application projects.
AI is seen as a vital component of the new industrial system, helping to boost efficiency and reduce costs in the real economy. As the tech landscape shifts toward AI applications, Shanghai is focusing on frontier technologies and research to stay at the cutting edge.
