As a result, governments in Europe, the United States, and Japan have started to address these challenges through policy discussions and regulatory frameworks.
Notably, the Nikkei website reported that among major Japanese private companies, only Sony recognized potential risks associated with AI as early as 2017. Sony joined an NGO established by American tech firms to explore the negative impacts of AI and ways to mitigate them. This highlights a lack of awareness among other companies, which need to become more proactive in addressing the ethical and societal implications of AI.
One of the most alarming concerns in the AI crisis is its potential military applications, including the use of AI for lethal purposes. Jaan Tallinn, co-founder of Skype, has been one of the most vocal advocates in this area. Born in Estonia, he is acutely aware of the geopolitical instability in Europe and the dangers of technology being misused for violence. His efforts have drawn attention from both the IT community and humanitarian organizations, emphasizing the need for global cooperation on AI ethics.
Beyond military AI, there are other pressing issues. For instance, Japan’s telecom giant SoftBank began using AI in 2017 to conduct preliminary screenings for job candidates. This system has reportedly saved 75% of the time spent on initial evaluations and was expected to be fully implemented by 2018. However, to prevent AI errors, SoftBank still allows manual review of candidates who are not selected by the system, ensuring that no individual's future is unfairly determined by algorithmic decisions.
Currently, AI relies heavily on deep learning techniques to enhance processing speed and accuracy. Yet, if the input data is biased or flawed, the outcomes can be problematic. For example, internal IBM reports have highlighted that AI systems trained on internet images often overrepresent white individuals when searching for "grandmother," potentially reinforcing stereotypes and biases.
Although European and American countries have begun to engage in broader discussions about AI's impact, Japan introduced its own AI-related legislation in 2017. Despite this, Professor Keihan from Keio University pointed out that current policies focus mainly on preventing AI leaks rather than adequately addressing personal data protection and privacy concerns. He argues that these critical issues are still under-discussed and require more urgent attention.
The Nikkei emphasized that since private companies are often at the forefront of AI development, they must also take responsibility for the potential negative consequences of their innovations. This underscores the importance of corporate social responsibility in shaping the future of AI in a way that benefits society as a whole.
